We will embed this question into a slightly more general one, which was tackled by Hilbert and Kronecker in the late 19-th century. Including a few easy (but noteworthy) arguments we will follow the development triggered by the problem, through a historically recorded case of mathematical bickering to the final installment of wisdom provided by Eisenbud-Evans and Storch in the early 1970's.
